Why is this kit for repairing one snowboard binding rather than the pair?

A highback is held by 2 screw + nut sets. There are therefore 4 screw + nut sets on a pair of bindings.
But generally, you will only lose 1 screw or highback screw + nut set out of the 4.
We realised that it would be preferable that you pay less and buy just 2 sets rather than 4. You can replace the one that has been lost and you have one backup set just in case.
